Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Associate Accountant in the Office of Financial Management. Duties include, but are not limited to, the following:
• Collects, compiles, and analyzes data to manage all aspects of the General Assessment billing process for the entities regulated under the Banking Law including development and calculation of the supervisory rate;
• Collects, compiles, and analyzes data to manage all aspects of the General Assessment billing process for the virtual currency entities regulated under the Financial Services Law including development and calculation of the supervisory rate;
• Maintains the general ledger in QuickBooks for Banking and Virtual Currency ensuring all entries and financial records comply with Generally Accepted Accounting Principles (GAAP);
• Oversees collection of assessments, fines, and fees imposed under the Banking and Financial Services Laws;
• Develops cost and billing structure for the Mortgage Loan Originators
• Monitors Accounts Receivable for banking and virtual currency entities, serving as a liaison with business units, following approved procedures for collections/write-offs and reporting issues to management;
• Processes late bills for Banking and Virtual Currency entities;
• Responds to banking and virtual currency companies’ inquiries by telephone and e-mail regarding bills, payments, and accounts receivable;
• Researches banking and virtual currency companies requests for refunds, credits, and adjustments;
• Serves as liaison with IT for system-related issues, managing them through to resolution;
• Supervises subordinate staff; and
• Performs other duties as assigned.
Minimum Qualifications Appointment Method:
List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-958010.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website.
Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
