Job Specifics
Duties Description As a Human Resources Specialist 2, Labor Relations you would perform duties requiring a high level of competence in the human resources/labor relations field and generally work under broad guidelines from a higher-level manager or Director of Labor Relations. A Human Resources Specialist 2 typically plans, develops, or directs a labor relations program or a portion of it for an agency or a group of facilities. Duties will include:
• Supervising lower level professional and clerical staff involved in labor relations functions and activities.
• Directing the implementation of collective bargaining agreements
• Representing the agency in statewide and agency level negotiations, and directing or participating in labor management committees
• Providing expert advice and assistance to program managers and supervisors in employee and labor relation matters
• Providing advice and consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions and avoid misunderstandings that may lead to employee dissatisfaction and grievances
• Supervise and participate in all Labor Relation Functions including but not limited to Step 1 Grievances, interrogations and investigations (OIIA, JC, LR, ADID etc.)
• Liaising with legal office on issues involving employee relations activity, including litigation involving disciplinary action
• Facilitating or co-facilitating several meetings related to Labor Relations (Labor Management, Health and Safety, Workplace Violence)
• Previous Labor Relations experience preferred

Minimum Qualifications Promotion:
One year of service as a Human Resources Specialist 1 Labor Relations and reachable on the current Civil Service list for Human Resources Specialist 2 Labor Relations.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 23 ($86,773) and Mid-Hudson Adjustment ($2,000). Mid-Hudson Adjustment is also added to the job rate ($108,413).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

° Up to three (3) days professional leave each year to participate in professional development events.

• Paid Parental Leave:
Paid Parental Leave allows eligible employees to take up to 12 weeks of paid leave at full pay for each qualifying event. A qualifying event is defined as the birth of a child or placement of a child for adoption or foster care.
