Job Specifics

Duties Description • Review plans, conduct field visits, provide technical assistance, and may research, analyze, and process applications for variances to the New York State Uniform Fire Prevention and Building Code and the New York State Energy Conservation Construction Code.
• You may make presentations pertaining to code enforcement and administration.
• You would review applications for building permits, conduct inspections, issue certificates of occupancy, perform oversight review as well as perform other duties of this position.
• You may supervise subordinate staff

Statewide travel is required to the following counties.

Delaware, Green, Columbia, Sullivan, Ulster, Dutchess, Orange Putnam, Rockland, Bronx, New York, Richmond, Nassau, King, Queens, Westchester, Suffolk, Franklin, Clinton, Essex, Warren, Saratoga, Washington, Schenectady, Rensselaer, Albany, Hamilton, Fulton, Montgomery, Schoharie.


Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The open competitive qualifications are:

A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND:

Either 1. a bachelors or higher degree** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience*** as described below;

Or 2. an associates degree** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience*** as described below;

Or 3. seven years of full-time qualifying experience*** as described below.

**Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.

***Qualifying Experience: Experience in any combination of:

Either 1. the enforcement, inspection, development, or teaching of building or fire codes;

Or 2. the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

NON-QUALIFYING EXPERIENCE: Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building or fire codes; experience as a firefighter where your responsibilities do not include conducting fire or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
