Job Specifics
Duties Description The ITS 3 will serve as a Solution Architect within the Chief Technology Office (CTO) of the Division of Operations and Systems, Office of Health Insurance Programs (OHIP). The incumbent performs hands-on technical work spanning coding, application development, program and system testing, and business and systems analysis and design while contributing to the maintenance and ongoing implementation of DOS systems. Key responsibilities include: Perform complex systems analysis and design for cloud-based applications within the Division of Operations and Systems. Develop, code, test, and maintain application programs supporting the expanding capabilities of DOS systems. Conduct business and systems analysis activities to translate program requirements into technical solutions. Perform systems testing, debugging, and defect resolution to ensure operational stability; Participate in architecture planning activities for assigned application areas. Support the multi-year technology roadmap, target-state architecture, and Medicaid Enterprise Systems (MES) vision by providing technical analysis and design input. Evaluate system performance and recommend improvements; Serve as a data management specialist and/or application subject matter expert on a multi-disciplinary team. Provide technical guidance and assistance to lower-level staff on systems analysis, design, and programming activities. Review work of lower-level staff for technical accuracy. Collaborate across functional teams to ensure consistent, well-integrated solutions; Meet with users to determine system requirements and specifications. Provide technical input and recommendations to the ITS 4 supervisor on design decisions. Consult with contractors, IV&V staff, and engineering teams to support project delivery, maintenance, and operations; Contribute technical cost estimates and specifications for inclusion in RFPs and RFIs as directed. Apply and utilize modern tools and technologies including cloud-native platforms, automation frameworks, and healthcare interoperability standards in day-to-day technical work.
Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23
Transfer: Current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Experience with modern multi-cloud environments (AWS, Azure, GCP) and cloud-native architectures.
Experience with Service-Oriented Architecture (SOA), microservices, and API-led design patterns.
Experience supporting large-scale system integrations, legacy platform migrations, and hands-on COTS product support.
Proficiency with industry-standard architecture, design, and SDLC tools, as well as M&O products and programming languages such as Python, Java, and .NET.
