Job Specifics

Duties Description The Division of Operations and Systems within the Office of Health Insurance Programs requires a qualified Information Technology Specialist 3 who will carry out duties necessary for the continued operations of the State's Medicaid Management Information System (MMIS) (eMedNY). The incumbent will provide support for the MMIS's day to day operations, including, but not limited to:
-Analyzing issues, questions, and proposed changes to the MMIS from Department of Health (DOH) program areas, State partners, the Centers for Medicare and Medicaid Services (CMS), the Medicaid Fiscal Agent, etc.
-Conducting research to understand the business needs and potential operational MMIS impact and recommend solutions. Updating the progress of assigned work in the unit’s tracking systems. Assign tasks to team members based on subject matter area, workload, and priority, and monitor staff’s analyses of these changes and provide support where needed.
-Overseeing shared mailboxes and other workstreams to ensure contacts are addressed timely and issues are referred or escalated as needed. Arrange for staff coverage and provide backup coverage when required.
-Overseeing complex technical/operational initiatives requiring coordination and documentation.
-Developing expertise in MMIS functionality, developing staff’s expertise, and serving as a Subject Matter Expert on projects requiring system changes.
-Developing an understanding of MMIS architecture, including data transfers, system interfaces, network access, and account access. Work with the MMIS vendor, stakeholders, ITS, and DOH groups to manage changes and resolve issues.
-Overseeing account access and role provisioning for the MMIS, document repositories, and related applications. Ensure provisioning follows procedures and create/revise procedures as needed to address new technologies and policies.
-Performing the full range of supervisory duties, including hiring, training, developing, evaluating, and supporting staff with escalated issues.
-Creating and maintaining Standard Operating Procedures and training materials.
-Developing and training staff and ensure bandwidth within the team is aligned with unit needs and priorities.
-Aiding in responding to audit requests from OSC, CMS, OIG and other oversight agencies.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications: -Strong problem-solving, critical thinking, and analysis skills.
-Ability to communicate effectively and professionally with a variety of audiences and stakeholders.
-Ability to translate programmatic needs into technical and system requirements, and to communicate technical concepts to non-technical audiences.
-Ability to conduct independent research using multiple sources, synthesize information, and make recommendations.
-Experience as a supervisor/manager, including delegating, monitoring, and evaluating work.
-Experience facilitating group discussions and leading meetings.
-Familiarity with Project Management methodologies, and experience leading projects.
-Familiarity with Software Development Lifecycle (SDLC) concepts and tools.
-Experience eliciting and documenting business requirements.
-Experience using Microsoft Office tools, especially Excel, Outlook, Word, and SharePoint.
-Familiarity with legacy systems/COBOL.
-Familiarity with identity and access management and account provisioning practices.
-Familiarity with Medicaid, especially the client eligibility and claims payment processes.
