Job Specifics
Duties Description Elmira Psychiatric Center (EPC), an Office of Mental Health (OMH) Joint Commission accredited facility, is recruiting Board-Certified Psychiatrist to serve as the Clinical Lead on their Assertive Community Treatment (ACT) Team. The ACT team provides comprehensive care that is community-based and occurs in the individual’s home or community. The goal of the ACT team is to maintain care to the individual in their natural environment and reduce demand on emergency departments and inpatient hospital services.
As a Psychiatrist on the ACT Team, you will have an approximate caseload of 48 patients who reside in the Geneva, NY area. You will provide comprehensive, patient centered, and recovery focused treatments to individuals, including:
• Conducting comprehensive psychiatric assessments
• Creating comprehensive treatment plans
• Collaborating with the multidisciplinary team to ensure coordinated, person-centered, and recover-centered care
• Providing psychopharmacology services related to the development, maintenance, and supervision of medications for psychiatric and medical purposes, including medications for opioid, alcohol, and tobacco use disorders, clozapine, and long acting injectables.
• Obtaining and reviewing appropriate laboratory tests and consulting with members of treatment team as needed
• Providing individual and group psychotherapy
• Coordinating with external providers, hospitals, and county programs to support safe discharge planning and long-term community integration
About EPC:
EPC provides comprehensive inpatient and community treatment services to adults who have been diagnosed with serious mental illness and children and adolescents diagnosed with serious emotional disturbances to New York’s Southern Tier and Finger Lakes regions. Community-based services include Assertive Community Treatment, Mobile Integration Team, Community and Family Care Residences, Intensive Case Management, School-based Day Treatment, Drop-In Centers, and outpatient clinic treatment.
EPC, located in Elmira on the Chemung River in New York’ Southern Tier, is just a short drive to the Pennsylvania border. Known for its unique blend of small-town charm and urban amenities, Elmira offers affordability in a quiet city environment.
Minimum Qualifications Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (HELPS) program if they have:
Psychiatrist 1: License and current registration to practice medicine in New York State, and completion of a training program in psychiatry approved by the American Board of Psychiatry and Neurology (ABPN).
Psychiatrist 2: License and current registration to practice medicine in New York State, and certification in psychiatry approved by the ABPN.
OR
Candidates from within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

PSYCHIATRIST 1: $296,801
PSYCHIATRIST 2: $310,022
NOTE:
1. In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment.
2. If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.
3. Continued employment as a Psychiatrist 1 or Psychiatrist 2 is dependent upon current licensure to practice medicine and in the case of Psychiatrist 1 or Psychiatrist 2, current certification in child and adolescent psychiatry by the American Board of Psychiatry and Neurology. Loss of licensure and certification may result in removal from this position.
