Job Specifics

Duties Description The Executive Deputy Commissioner serves as a senior executive leader responsible for providing strategic direction, operational oversight, and coordination of major agency initiatives that advance the Department's mission of serving New York's veterans and their families. The position works closely with the Commissioner to develop partnerships, implement statewide initiatives, oversee critical agency operations, and represent the Department with governmental and community stakeholders.

Primary Duties and Responsibilities:
• Provide executive leadership and oversight for the implementation, coordination, and evaluation of agency programs, strategic initiatives, and special projects.
• Develop, strengthen, and maintain partnerships with federal, state, and local government agencies, elected officials, veterans service organizations, faith-based organizations, nonprofit organizations, businesses, and community partners.
• Represent the Department at meetings, conferences, ceremonies, public events, and other engagements throughout New York State and, when necessary, at national events on behalf of the Commissioner.
• Conduct extensive statewide travel to expand agency visibility, strengthen partnerships, promote programs, and increase access to services for veterans and their families.
• Oversee implementation of new agency initiatives and ensure successful execution of program goals, deliverables, and performance objectives.
• Direct the coordination and distribution of donated resources, including food, clothing, diapers, socks, and other essential items obtained through agency partnerships, ensuring equitable distribution to veterans and local offices.
• Oversee grants management activities, including program development, application review, vetting, funding recommendations, contract oversight, compliance monitoring, reporting, and distribution of grant funds, including the Veterans Nonprofit Capital Grant Program.
• Provide executive oversight of ongoing needs assessments and strategic planning efforts to identify emerging issues affecting veterans and improve agency services.
• Directly oversee operations of the New York State Veterans Cemetery – Finger Lakes, including operational planning, site visits, ceremonies, special events, stakeholder coordination, and continuous operational improvements.
• Oversee planning, deployment, maintenance, and expansion of the Department's statewide digital veterans' kiosk initiative, coordinating with vendors, local partners, and agency staff to ensure operational effectiveness and successful public launches.
• Serve as executive project manager for the Department's mobile veterans' units, overseeing implementation, staffing, vehicle readiness, equipment and supply management, maintenance, scheduling, and operational policies.
• Coordinate with agency leadership to ensure appropriate staffing, training, and operational readiness for new and existing statewide initiatives.
• Oversee staff training related to outreach initiatives, partnership development, grants administration, and implementation of new programs.
• Support and advance statewide outreach initiatives, including Operation Find and Serve and other programs designed to increase veteran engagement and access to benefits and services.
• Collaborate with key stakeholders to enhance the Department's visibility through participation in statewide and national initiatives, conferences, educational programs, and public awareness campaigns.
• Represent the Department during meetings with senior federal and state officials, including participation in discussions with the U.S. Department of Veterans Affairs and other governmental partners when designated by the Commissioner.
• Serve as the Commissioner's designee at meetings, events, and public functions when required, exercising independent judgment and decision-making authority consistent with Department priorities.
• Provide executive leadership in developing policies, improving operational efficiencies, monitoring program performance, and ensuring successful completion of agency objectives.
• Perform other executive-level duties and special assignments as directed by the Commissioner.
• Knowledge, Skills, and Abilities:

• Extensive knowledge of veterans' programs, public administration, grants management, strategic planning, and governmental operations.
• Demonstrated ability to build and sustain partnerships with diverse stakeholders.
• Strong leadership, organizational, project management, and decision-making skills.
• Excellent written and verbal communication and public speaking abilities.
• Ability to manage multiple complex initiatives simultaneously while meeting deadlines.
• Ability to travel extensively throughout New York State and represent the Department in high-level meetings and public events.

Minimum Qualifications A bachelor’s degree and ten years of relevant experience.*

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Additional Comments NOTE:
• Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
