Job Specifics

Duties Description The Human Resources Specialist (HRS) 1 will perform the following duties at the NYS Veterans Home at Montrose Human Resources Office: Review and prepare requests for new positions and increases in minimum hiring rates; participate in recruitment opportunities such as creating and evaluating responses to posting for positions; and attending job fairs or recruitment events and facilitating hiring events. The HRS 1 will also correspond with potential applicants about job opportunities; onboard new hires; prepare employment transactions in accordance with Civil Service Law; and oversee the administration of leave and benefits.

Minimum Qualifications Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.

NY HELPS Non-competitive minimum qualifications:
Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: The preferred candidate will have experience in human resources functions along with strong interpersonal and communication skills.

Two-year traineeship leading to Human Resources Specialist 1, Salary Grade 18, is in effect. Appointment may be made at either the Trainee 1 or Trainee 2 level (equated to Grades 14 or 16), or Human Resources Specialist 1 - Salary Grade 18, depending on the qualifications of the candidate. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.

The posted salary range ($60,655 - $87,286) includes $4,000 of Downstate Adjustment.

This position is part of the NYS HELPS program. No examination is required.
