Duties Description Position Narrative
This posting is for an Environmental Program Specialist 2, within Division of Water’s (DOW), Bureau of Water Resource Management. The candidate will oversee the Lake Champlain Watershed Program (LCWP), including the development, management, and tracking/reporting of DOW’s federal grant programs with United States Environmental Protection Agency (USEPA), collaboration with the Lake Champlain Basin Program in furtherance of the Lake Champlain Opportunities for Action, and work with multiple groups to implement and track progress for the Lake Champlain Total Maximum Daily Load (TMDL) and Watershed Implementation Plan (WIP). This position will provide leadership and coordinate statewide efforts among the NYSDEC Watershed Programs. The position will also supervise and direct staff to implement these programs, as assigned.
Unique Duties:
Must have valid driver’s license or demonstrate ability to meet the transportation needs of the position. Must be able to work additional hours and travel as needed including overnight (~20%).
Essential Functions:
1.Lake Champlain Watershed Program
•Support implementation and progress tracking of the Lake Champlain TMDL and WIP;
•Manage the capacity contract between DOW and the Champlain Watershed Improvement Coalition of New York (CWICNY);
•Develop and administer federal grants through USEPA, create and implement scopes of work and work plans, manage contracts and grants, prepare deliverables according to requirements, and track/report on progress;
•Coordinate with the Lake Champlain Basin Program (LCBP) to ensure that DOW priorities are incorporated in LCBP grant programs, research priorities,and the Opportunities for Action;
•Provide technical assistance to partner organizations, explore methods of improving implementation of best management practices, and evaluate ways to expand program opportunities by expanding partnerships and researching opportunities not currently being fully utilized;
•Interact with and report on committees, work groups, and coalitions to ensure that DOW priorities are being considered in planning and implementation of best management practices;
2.NYSDEC Watershed Coordination
•Provide leadership among NYSDEC’s Watershed Programs to identify and implement actions that will enhance and align delivery of geographically focused services to local watershed groups;
•Coordinate routine meetings, working groups, and annual conferences between NYSDEC’s Watershed Programs;
•Develop and administer tools and resources to collect, analyze, and share Watershed Program information, such as common calendars, Microsoft Teams, or SharePoint sites, for improved communication with DOW management and regional DEC partners;
•Assist in the management and administration of Watershed Programs’ small grant programs and contracting, as needed.
3.Provide support to DOW for other state and federal grants as assigned;
4.Perform data/information collection, including the analysis and review of permits to support the development of clean water plans, and implementation of NY’s VISION program;
5.Assist with the preparation and presentation for publications, technical reports,summaries, informational and other materials and at scientific meetings;
6.Establish and maintain effective interpersonal relationships and communicate constructively with Federal, State, and local government agencies, engineering firms, various non-governmental groups, and the public on program areas;
7.Assist in development of regulations, policies, and guidance documents as needed;
8.Manage and delegate appropriate work among the subordinate program staff to complete all activities in an efficient manner;
9.Conduct literature reviews and research to identify information, methods,techniques, materials that may be incorporated into program materials.opportunities
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Preferred Additional Qualifications:
•Supervision experience;
•Must have excellent oral and interpersonal skills and be able to prepare effective written communications;
•Must be able to develop and maintain excellent work relationships with others,including but not limited to other DEC programs, staff from federal and state agencies, non-governmental organizations, and the public;
•Experience negotiating with diverse groups to achieve common goals;
•Proficient in developing technical summaries and informational materials to facilitate public involvement and translating technical resources to stakeholders;
•Experience ensuring adherence to established standards, resources, and program requirements, including knowledge and experience with aspects of water quality and watershed management, NYS water quality standards,regulations, and Division technical, operational and guidance documents;
•Familiarity with federal CWA water quality programs and requirements;
•Competence in analysis of environmental data sets; and
•Must have or be able to develop a solid working knowledge of computer systems,including word processing, spreadsheets, geographic information systems, and experience with evaluating and interpreting environmental data with computer programming languages (such as R) and GIS platforms;
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
