Job Specifics

Duties Description The Health Program Administrator will support the Division of Drug Policy and Rebate Management in securing and managing federal and State Medicaid Drug Rebate program agreements, including supplemental drug rebate agreements, and outcomes based agreements, and contractor provided services. The selected candidate will be responsible for the operational and administrative oversight of the program's supplemental rebate and vendor contracts, working to ensure contracts are compliant with federal and New York State's laws, rules, regulations and policies; developing, preparing, reviewing, implementing, processing and tracking contracts; coordinating required approvals across state agencies. Collaborate with internal staff, contract staff, and pharmaceutical manufacturers through all phases of contract negotiation, execution and renewal. This position will also assist in the development, review and processing of contract procurements; approving and reviewing contract invoices to ensure they are in accordance with contract terms and service level agreements including reviewing contractor performance, amendments, contract interpretation and contract compliance issues; reviewing budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations. In addition, they will be providing technical assistance related to contract requirements, processing and renewal to program staff.

Minimum Qualifications Reassignment:
Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G-25.

Transfer:
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G-25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Excellent written and verbal communication skills
Strong background in state contracting and procurement requirements, or state procurement. Knowledge of the Medicaid Drug Rebate program and supplemental rebate evaluation and management.
