Job Specifics

Duties Description The Program Research Specialist 1 (Public Health) will be assigned to the Bureau of Early Intervention’s (BEI) Data and Program Evaluation Unit in the Division of Family Health.

This position will support fiscal and programmatic analyses of data for the New York State (NYS) Early Intervention Program, which has been in place for 25 years and currently serves more than 69,000 children and delivers over 8 million services at an annual cost of approximately $650 million.

Key Responsibilities:

The Early Intervention Program is required to implement federal and state requirements, which include monitoring child and family outcomes as well as service utilization. The incumbent will be responsible for analyzing program outcomes for children and their families, trends and patterns of service utilization, and service costs over time.
The Early Intervention Program routinely presents information (both written and oral) about data findings and provides technical assistance to internal and external stakeholders. The incumbent will be expected to write summary memoranda for internal and external stakeholders, prepare brief documents interpreting statistical and tabular analyses, and present technical information to non-technical audiences.
The Early Intervention Program has extensive data analysis programs and infrastructure built using SAS software, which requires merging, matching, and linking very large and complex datasets (i.e., millions of records) both within the program and across external data sources. These data sources require ongoing testing for accuracy, integrity, and consistency. The incumbent will need to understand current analytic work in SAS, collaborate with other SAS programmers within the unit, and supervise SAS programmers.
Federal and state requirements for the Early Intervention Program change continuously, affecting data systems. The Department contracts with a vendor to manage the program’s online data reporting system. The Department is responsible for ensuring that system changes comply with program requirements, meet Department needs, and remain user-friendly. The incumbent will be required to support the user acceptance testing (UAT) process for the new Early Intervention database.

Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1 (Public Health), G-18.

Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1 (Public Health) G-18, Program Research Specialist Trainee 1 (Public Health), NS, or Program Research Specialist (Public Health) Trainee 2, NS. NY HELPS:

Trainee 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.

Trainee 2: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Grade 18: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Preferred Qualifications: Proficient with MS Office, including Excel, Word, Access, and PowerPoint. Experience with health program evaluation and reporting. Experience in the interpretation of data analytic results, budget analyses and projections, report writing and public presentation. Statistical and Data Analysis Skills. SAS Programming and Data Management. Data Quality Assurance and Systems Support. Strong aptitude for adopting new Artificial Intelligence powered software and tools
