Job Specifics
Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs.
The Health Program Administrator 3 (HPA 3) serves as Director of the Fiscal Management Section and will be responsible for overseeing fiscal management, operations management and contract administration to support the bureau. The successful candidate will maintain the integrity of CACFP's budgeting and reporting systems, ensure that federal regulations, state budgeting and procurement guidelines are met, and provide oversight of the bureau's fiscal processes. Specifically, the HPA 3 will oversee the Resource, Management and Operations Unit (RMOU), the Purchasing and Procurement Unit and the Program Integrity Unit. The candidate will oversee processing of payments in the Statewide Financial Management System, manage the statewide budgetary process and participate in State and Federal audits. The HPA 3 will supervise the development of the State Administrative Expenditure Plan, reallocation requests, grant applications, and supervise federal close out activities. The candidate will develop policies and procedures governing financial records and internal controls; and oversee the bureau's procurement activities. In addition, the HPA 3 will work closely with Center and Division leadership and serve as bureau’s financial liaison to the DOH Division of Administration, Bureau of Budget Management, Audit Unit, Bureau of Accounts Management and the United States Department of Agriculture (USDA).
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 3.
Transfer: Current New York State employee with one or more years of permanent or contingent-permanent, competitive, service in a position allocated to Grade 25 or above, and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law to Health Program Administrator 3.
Preferred Qualifications: The preferred candidate would have strong management and administrative experience in a large nutrition program, including decision making and overseeing fiscal operations. Strong supervisory, analytical and organizational skills are desired, along with an excellent ability to communicate verbally and in writing to State staff and participating agencies.
