Job Specifics

Duties Description A Business Systems Analyst 3 (BSA 3) is needed to support the Wadsworth Center’s Information Technology Group (ITG). The Wadsworth Center’s public health mission relies on complex laboratory instrumentation and informatics systems that must be rapidly deployed, securely integrated, and continuously supported to respond to emerging infectious disease and environmental threats. ITG provides the critical infrastructure that enables these operations through the development, implementation, and maintenance of laboratory information systems and technology solutions.

This position will also support the construction of the new public health laboratory. This project requires the evaluation and integration of all existing and new laboratory instrumentation to ensure appropriate infrastructure, cybersecurity, data management, regulatory compliance, and system interoperability. To maintain uninterrupted operations during the transition, many systems will need to operate concurrently at both facilities, significantly increasing IT support requirements. The BSA 3 will provide the technical expertise and project coordination necessary to support this project and ensure a successful transition.

Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with one year or more of permanent or contingent-permanent, competitive service as a Business Systems Analyst 3 (G25); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer to a Business Systems Analyst 3 (G25) under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Experience in a laboratory environment including laboratory instrumentation and integrations with information technology systems; experience writing business and functional requirements for systems, including use cases, acceptance criteria, business rules, and data flow diagrams; experience analyzing current state processes and statuses and recommending redesigned workflows and classifications to meet security requirements and business needs; experience eliciting requirements from program staff and analyzing them for gaps, conflicts, and downstream impact, then recommending a solution approach to management; and experience supervising or leading business analysts across projects and reviewing their work for quality and completeness.
