Job Specifics

Duties Description Reporting to the Contract Management Specialist 3, the incumbent of this position will be assigned to the Procurement Team within the Office of Budget and Finance and be responsible for planning and coordinating formal procurements and contracting processes for the Division of Criminal Justice Services (DCJS). The duties of the position will include, but are not limited to:

• Reviews and provides technical assistance in the development of RFPs, invitation for bids (IFB), mini bids, request for quote (RFQ), request for information (RFI), and single/sole source procurements;
• Ensures compliance with State Finance Law, procurement guidelines, and leads program and fiscal staff in the development and implementation of bid documents;
• Develops and maintains effective working relationships with DCJS program areas, the Office of the State Comptroller, and Office of the Attorney General;
• Administers and reviews procurement activities including: contract reporter inserts with results of bids; website postings with results of bids; bid opening; completeness checks; evaluations plans with scoring methodology; correspondence control; purchase orders; compliance with federal award requirements; and other activities as needed;
• Initiates and responds to new and ongoing program requests for contractual services, including identification of the procurement and contracting methods, liaising with procurement staff and follow up on all activities related to contract development;
• Reviews and signs contract agreements and all documentation and justification necessary to obtain the necessary approvals of control agencies, managing the contract through the approval process and keeping stakeholders involved of the status of the contracts and action items;
• Participates in post contract inquiries from control agencies and other stakeholders;
• Resolves program and vendor contract complaints/disputes and conducts follow-up to ensure efficient delivery of services and adherence to contract terms;
• Reviews budget modifications and contract amendments to determine the impact on the contract and ensure adherence to applicable statutes, executive orders, and policies;
• Performs a full range of supervisory duties including ongoing training and staff development activities, assigning work to subordinates and monitoring compliance with DCJS and control agency policies and procedures.
• Updates procedures to reflect changing laws and policies, and that any changes are disseminated through the agency, providing technical assistance to personnel when needed; and,
• Prepares reports, analysis, and correspondence to management and other internal stakeholders.

Minimum Qualifications Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.

A permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law if there are three or fewer current DCJS employees with one year of permanent competitive service as either A. Contract Management Specialist 1, Business Officer 1, DHSES Program Administrator 1, Parks Regional Grants Administrator, or Purchasing Agent; or B. Senior Budgeting Analyst or Head Account Clerk interested in this position.
