Job Specifics

Duties Description Under the supervision of the Human Resources Specialist 3 Labor Relations, the Human Resources Specialist 2 LR (HR Spec 2 LR) supervises subordinate staff in the HR/Labor Relations Department associated with the development and maintenance of an adequate and competent workforce. Training, guiding and evaluating while fostering a collaborative and inclusive environment. May supervise one or more Human Resources Specialist(s) 1(Grade 18) and other clerical staff.
Duties may include but are not limited to:
• Investigate instances of employee misconduct/insubordination and time and attendance. Special investigations as needed.
• Reviews and analyze investigative reports, issues Notices of Discipline as appropriate.
• Serve as the Workplace Violence and Domestic Violence Coordinator.
• Advise program managers, supervisors and employees on applicable laws, rules, directives or negotiated agreements.
• Provide advice and assistance to support to State Operations in disciplinary matters.
• Respond to contract and/or non-contract grievances at the step 1 or 2 level.
• Arrest notifications.
• Provides various training relevant to Employee and Labor Relations to supervisors and other OPWDD employees.
• Participate in agency-level labor management meetings and subcommittees.
• Complete all mandatory training and associated post testing
• Other duties, as assigned

Minimum Qualifications Promotion:
One year of service as a Human Resources Specialist 1 Labor Relations and reachable on the current Civil Service list for Human Resources Specialist 2 Labor Relations.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 23 ($86,773) and Mid-Hudson Adjustment ($2,000). Mid-Hudson Adjustment is also added to the job rate ($108,413).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
