Job Specifics
Duties Description The Professional Engineer 1 will work in the Design Services section of the regional Design unit, primarily serving as the Regional Estimating Engineer while also performing key roles to support the development of projects on the regional capital program. This position requires close familiarity with project development, strong supervisory and communication skills, and the ability to collaborate effectively with various stakeholders.
In the primary role of Regional Estimating Engineer, the incumbent is responsible for:
• Providing technical estimating guidance to design squads, including reviewing and commenting on project estimates, quantity workups, and contract documents to ensure completeness, biddability, and compliance with State standards.
• Collaborating with designers when quantities, items, specifications, or construction approaches impact overall estimate quality.
• Utilizing and providing staff training on specialized estimating and contract software, including Estimator, AASHTOWare Project Preconstruction, and SpecTracker.
• Tracking project bid results, analyzing price trends, maintaining regional estimate databases, and providing bid analysis support to designers.
• Performing occasional preliminary cost estimate verifications during IPP (Initial Project Proposal) development.
To support the development of projects on the capital program, the incumbent will perform, assist with, or oversee key regional Design Services functions. These responsibilities may include involvement in Regional Value Engineering, Plan Review, Utility Engineering, Regional Special Specification Coordination, and ProjectWise Data Management, ensuring all project development activities align with established design criteria.
Additionally, the Professional Engineer 1 will be directly responsible for producing projects on the capital program. This duty includes serving as a Consultant Job Manager to guide consultant-led design teams, or as a Design Squad Leader to manage an in-house design squad. In this capacity, the incumbent will oversee the development of project scopes, preliminary engineering, and final design to ensure projects are delivered on-time and on-budget.
Supervisory and coordination duties are central to this role. The Professional Engineer 1 will supervise Assistant Engineers, Construction Specialists and technicians performing the various technical, design, and support functions within the section. Furthermore, the incumbent will coordinate project development and estimating efforts with Regional and Main Office functional groups, local municipalities, utility companies, and other external agencies to ensure successful project delivery.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Professional Engineer 1 (Civil) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil).

2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $116,534. This amount is comprised of an increased hiring rate of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location.
The maximum compensation for this position is $128,752. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.
In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
