Job Specifics

Duties Description Under the supervision of the Director of Financial Administration 4, the Chief Budgeting Analyst provides the day-to-day supervision and direction of OASAS Bureau of Budget Management including State Operations, Aid to Localities, and Capital budget functions as well as Grants Management. The incumbent will: coordinate and direct the development and preparation of the Office's Annual Budget Request submission to DOB; oversee the implementation of enacted budget funding initiatives, including special revenue one-time and ongoing projects; review and summarize Bureau requests; develop narrative and tabular justifications; oversee the detailed development of appropriation base needs consistent with DOB guidelines, agency goals, and directives; and direct Bureau staff in the compilation of OASAS' State Operations, Aid to Localities, Capital Spending (cash and expenditure based), and Personnel Plans to ensure adherence to agency goals, priorities, and the availability of appropriated funds. The incumbent will represent the Bureau on various agency and inter-agency workgroups, act as the liaison with various control agencies, and assist in the development of agency fiscal procedures and policies.

Minimum Qualifications Reachable for permanent appointment on the current Civil Service eligible list ~OR~ eligible for transfer via Section 52.6 of the Civil Service Law.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
