Function Description:
Under the direction of Taxpayer Services Specialist 4 the incumbent of this position will perform the following essential functions:
•Supervise a team of Business Systems Analyst 1s and other staff.
•Plan and perform system research and information gathering activities.
•Schedule and plan project activities of the section, working closely with staff and external stakeholders.
•Review, document, and categorize current or as-is state of the business process or function including creating flow charts and process models and may develop portions of the desired future or to be state of those processes.
•Identify and document the scope of business process changes or enhancements required by procedural changes or by changes to Federal, State, or local laws and statutes.
•Prioritizes business process changes to maintain system functionality and efficiencies.
•Establish timetables for completion of projects.
•Communicate business process and system requirements to IT staff, program staff and stakeholders.
•Develop test data scenarios and analyze the results.
•Validate requirements throughout the business analysis process.
•Review and write business system documentation.
•Review training plans and train users on new system functions or business processes.
•Review and analyze business process deficiencies requiring resolution during or after implementation.
•Perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions.
•Review, approve, and submit administrative records and forms timely and accurately; prepare and submit required reports.
•Comply with all Department policies and procedures.
Adhere to the Department's time and attendance rules and regulations
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NY HELPS - PROMOTION MINIMUM QUALIFICATIONS:
You must be a qualified employee of New York State and have 1-year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 (Journey level/SG-18).
NY HELPS - NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of business analysis experience including: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitutions:
• An associate degree may substitute for two years of experience.
• A bachelor’s degree may substitute for four years of experience
• A master’s degree may substitute for five years of experience
• A doctorate may substitute for six years of experience.
