Job Specifics

Duties Description Performs a wide variety of specialized administrative activities, supervises lower-level clerical and professional staff, and oversees the personnel, fiscal, and administrative functions for NYSDEC Region 2 to ensure the effective and efficient delivery of the work across New York City.

Incumbent will supervise three regional administrative staff, including two SG-18’s and one SG-13.

Directs all aspects of permanent and seasonal hiring including requests to fill vacancies, updates to approved spending plans, postings, canvassing, interviewing, reviewing hiring recommendations, preparing hiring packages, and conducting orientations for new staff.

Assists programs with conducting interviews.

Obtains and reviews credentials, references, and other documentation to support hiring transactions.

Reviews and prepares justifications to support classification requests.

Conducts studies to determine staffing needs for the administrative team.

Assists regional program managers with preparing and administering their annual seasonal staffing spending plans and coordinates with the central office.

Provides information regarding employee benefits and assists in resolving problems.

Coordinates training for staff. Maintains employee training records.

Tracks the performance evaluation program for all staff the region.

Manages the Regional Administration budget, approves purchases and controls all related spending.

Supervises employees who coordinate the purchase and installation of equipment with ITS and vendors. Resolves problems with vendors.

Manage the processing of revenues.

Interprets administrative, fiscal, and personnel policies and procedures and ensures they are shared with affected staff.

Serve as health & safety coordinator as needed.

Minimum Qualifications Reassignment

Currently in the title of Administrative Specialist 2 and an employee of DEC

Or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Or

Transfer Eligible
Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
