Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor in the Education of Children with Disabilities position in the Office of Special Education (OSE). OSE works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools in New York State authorized to provide special education services to preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Assistant Counsel, the incumbent of this position will be responsible for activities, to ensure NYSED compliance with the federal Individuals with Disabilities Education Act (IDEA). Duties of this position include, but are not limited to, the following:

• Coordinate and oversee all the duties of the Special Education Quality Assurance (SEQA) Unit specific to preschool students with disabilities receiving services in all New York State regions other than New York City and its five boroughs to ensure students receive a free appropriate public education (FAPE) in the least restrictive environment (LRE) in compliance with New York State and federal laws and regulations. This unit is referred to as the SEQA Rest of State Preschool Unit.
• Provide direct supervision of all unit Regional Associates who are assigned to specific school districts and approved preschool special education programs; ensure unit staff receive training and ongoing support as needed to perform the unit duties; and ensure all unit staff performance plans and evaluations are timely and reflective of unit priorities and staff effort.
• Serve as a liaison to the Policy and Preschool Policy Units to inform the development of regulations, policies, and procedures specific to preschool students with disabilities and their families.
• Collaborate with other Department offices and interact with regional education leaders to improve outcomes for preschool students with disabilities.
• Function as part of a Statewide SEQA team and devote expertise to the development and maintenance of processes, systems, and tools to fulfill general supervisory responsibilities.
• Participate in the provision of technical assistance to parents, school district personnel, county representatives, and private providers.

Minimum Qualifications PROMOTION: Current NYSED State employees must have one year of permanent service as an Associate in Education of Children with Disabilities.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor in Education of Children with Disabilities.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent, competitive appointments or permanent non-competitive appointments.

Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Candidates are required to possess New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; or speech and hearing handicapped; or as a school psychologist; or New York State licensure as a speech/language pathologist at the time of hire. Continued employment as a Supervisor in Education of Children with Disabilities is dependent upon maintaining this certification or licensure. Failure to maintain New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; or speech and hearing handicapped; or as a school psychologist; or New York State licensure as a speech/language pathologist will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position will require 20% in-state travel.

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
