Job Specifics

Duties Description UI Program Manager 4 Standard Duties:
This position will oversee all facets of Unemployment Insurance program operations for the following areas: UI systems modernization and improvement, UI records, and UI policy and training.

• Represents the agency as needed on matters including but not limited to various UI programs, systems, services and operations with claimants, employers, local government officials or representatives of other State and federal agencies.
• Works with internal agency and external stakeholders as needed on the procurement and implementation of new or upgraded technologies.
• Maintains project plans for scheduled system improvements.
• Works with technical staff as needed to identify and remediate system issues of varying severity as needed.
• Works with Office of Unemployment Services program leadership, internal agency leaders, external agencies and other parties as needed to continuously improve overall unemployment insurance system capabilities.
• Reviews changes in legislation to determine impact on present day operations and future system enhancements.
• Plans and directs operations related to the processing and retention of vital UI records and documentation.
• Maintains and develops proper system documentation and related training materials.

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.


Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent or contingent-permanent service in a UI Program Manager (UIPM) 4 title; if you have less than one year, you must be reachable on the current UIPM 4 eligible list for this location, if one exists.


52.7 Non-Competitive Promotion (NCP) Qualifications:
The Department of Labor (DOL) is considering a non-competitive promotion (NCP) for this title under Section 52.7 of the Civil Service Law. If three or fewer qualified promotional candidates apply for the position, an NCP appointment may be approved by Civil Service without further examination. If approved, this will be a competitive appointment. The term “non-competitive” means the appointed candidate will not be required to compete in the next holding of the examination.


52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 63 (or M-3) or higher, determined to be administrative by Civil Service.

Provisional Qualifications:
Current Department of Labor Employees only. Candidates must have one year of permanent or contingent permanent service as an Unemployment Insurance Program Manager 3 or an Unemployment Insurance Program Manager 2. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
