Job Specifics

Duties Description The PCFB Investigator will report to the Public Campaign Finance Board Enforcement Counsels and will be responsible for conducting investigations into violations of New York State Election Law, as well as management and oversight of a team of investigators on a case-by-case basis. The PCFB Investigator will be required to perform a variety of assigned duties including, but not limited to:

• Working with PCFB staff to review and assess potential issues related to compliance with New York State Election Law and related regulations.
• Review assigned complaints and case file to determine the section of law, rule, or regulation that applies, identify the issues and types of information needed, and prepare related outlines and reports regarding same.
• Assessing potential scope of illegal activities by analyzing and evaluating information from audit reports and election disclosures, federal and local law enforcement agencies, and other sources.
• Designing case plans that specify investigative methodologies, evidence to be collected, and analysis of anticipated legal, investigative, and other issues.
• Consulting with other investigators and PCFB staff, to develop, plan, and perform investigations.
• Coordinating with law enforcement agencies and their personnel regarding interrelated activities and planned actions.
• Obtaining evidence, including, among other things: financial and non-financial business records; locating and interviewing subjects and other individuals; and conducting surveillance.
• Maintaining records, logs, and accounts related to investigatory activities, including the securing, transporting, and storing of evidence related to investigations in accordance with all applicable legal and professional standards and requirements.
• Write narrative reports to effectively communicate the results of investigations to appropriate parties. Reports will document and detail investigative activities and conclusions; provide an account of facts associated with violations of the Election Law, and establish the evidence of criminal intent, where applicable; and identifying each piece of evidence and the method by which it was obtained and secured.
• Maintaining security and confidentiality of the investigative process and enforcement materials.
• Providing support to PCFB staff and Enforcement Counsel in preparing and executing an enforcement action, as well as providing any necessary support to prosecutors during trial preparations and accompanying judicial proceedings in the event it is necessary, and arranging for appearance of witnesses whose testimony is required for administrative and judicial proceedings.
• Providing testimony as needed at hearings and/or at trial.
• In consultation with PCFB Counsels, assigning casework to other PCFB investigators as needed.
• Assisting in the oversight and training of other PCFB Investigators.
• Developing and reviewing investigative procedures, including recommending changes in policy.
• Compiling an annual report on actions of PCFB Investigators.
• Performing other related duties as required.

Minimum Qualifications The ideal candidate possesses both education and professional experience related to criminal investigations, including:

• The ideal candidate for this position should possess a combination of education and professional experience in the field of criminal investigations. The following education criteria is preferred but not required: a bachelor’s degree in criminal justice or related field and three (3) years of criminal investigations experience; or an associate’s degree in criminal justice or a related filed and four (4) years of criminal investigations experience; or a high school diploma or GED and five (5) years of criminal investigations experience.
• Knowledge of accounting practices is preferred. Can be indicated via a related Degree, coursework or certificate program at an accredited college, university, or preparatory institution, as well as through past employment or experience as specified by candidate.
• Knowledge of current investigative techniques and laws relating to criminal and civil investigations.
• Experience supervising a team/group of individuals in the workplace.
• Bilingual proficiency, a plus.
• A valid NYS driver’s license.
• Reside in New York State (and maintain such residency during employment) and be legally authorized to work in the United States.
• Experience investigating financial crimes; including collecting and analyzing data and evidence, as well as writing and summarizing case narratives.
• Well-organized, mission-focused professional who exhibits in their body of work a commitment to integrity and results-based performance.
• Demonstrates critical thinking capabilities, sound judgment, and strong oral and written communication skills.
• Comfortable working in a rapidly changing, fast-paced environment.
• Ability to effectively lead and guide a team of investigators to accomplish goals and targets in a timely manner.
