Job Specifics

Duties Description The Information Technology Specialist 4 (Systems Programming), will work for the Office of Health Insurance Programs for the Division of Chief Technology Office within the Bureau of Cloud Enterprise Modernization. The incumbent will supervise and direct staff engaged in Salesforce platform development activities including systems analysis, design, configuration, customization, coding, testing, and implementation; Define the scope and timeframe for Salesforce development projects, establish detailed project plans, set priorities within a multi-project environment, and monitor progress of work plans; Leverage Salesforce Public Sector Solutions features and functionality to meet government and Medicaid-specific requirements; Assign and reassign staff as needed to address project workload and facilitate coordination between project teams; Establish and enforce development standards, coding practices, governance policies, and security controls for enterprise Salesforce platform utilization; Coordinate with program managers and technical teams to align Salesforce platform capabilities with business requirements and enterprise standards; Write reports to management identifying costs, benefits, and project status; Provide oversight and direction to vendor contractors performing Salesforce development activities; Supervise and mentor Information Technology Specialists 3 and other subordinate staff; Perform the full range of supervisory duties.

Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 4, 25.

Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 23 and eligible to transfer to an Information Technology Specialist 4 under Section 52.6 or Section 70.1 of the Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Experience supervising technical staff engaged in Salesforce platform development or enterprise application development; experience defining project scope, establishing project plans, and managing priorities in a multi-project environment; experience with enterprise-scale Salesforce implementations including Public Sector Solutions; experience establishing development standards, governance policies, and security controls; experience providing oversight to vendor contractors; experience with IT procurement processes; Salesforce Platform Developer II, System Architect, or Administrator certifications preferred.
