Job Specifics
Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of Manager Information Technology Services 2, SG-29, within the Dedicated Support Division, Department of Corrections and Community Supervision (DOCCS) Bureau and Section, the Information Technology Specialist 4 will lead and mentor a team of technical support professionals who design, develop, support, and maintain all aspects of the DOCCS Secure Offender Network (SON), as well as support various Commercial Off-The-Shelf (COTS) vendor solutions. This is a supervisory and leadership position that requires both administrative oversight and hands-on technical support responsibilities.
Specific duties include, but are not limited to:
Leadership & Staff Supervision
• Supervise and lead a team of technical solution and support professionals, directing daily operations, major projects, and strategic initiatives.
• Mentor and develop technical staff in proper system support, troubleshooting methodologies, and service procedures.
• Manage workload distribution, delegate assignments, and monitor team progress to ensure timely project completion and service delivery.
• Perform the full range of supervisory responsibilities.
Technical Operations & System Administration
• Oversee and provide technical support for Legal, Educational, and Vocational computer labs across DOCCS facilities statewide.
• Manage and support thin client environments, utilizing specialized Thin Client Management software.
• Administer network accounts for the Secure Offender Network (SON) utilizing both ETL (Extract, Transform, Load) and manual processes.
• Manage biometric security systems, including hardware devices, client-side software, and server-side biometric security applications.
Governance, Standards & Project Management
• Lead service reviews and ensure all team deliverables align with agency enterprise architecture and security standards.
• Review and approve technical solution designs and security models developed by the team.
• Estimate resource requirements, including time, staffing, and technology needs, for upcoming projects.
• Participate in defining organizational IT standards and performing compliance reviews to ensure alignment with statewide security policies.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3, Grade 23 OR in a position at the SG23 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Fingerprinting and a background check is required for employment with ITS.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
