Job Specifics
Duties Description Employee Benefits has the lead role for administering the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation covering more than 1.2 million lives. This position will play an important role in ensuring the continued success of the comprehensive health insurance programs.
This position is in the Program Administration Unit (PAU), and the incumbent will be a first-level supervisor for the PAU Support Unit. The Unit oversees all systematic storage and imaging for Agency Divisions, while ensuring compliance of Protected Health Information (PHI) in accordance with the Health Insurance Portability and Accountability Act (HIPAA). Duties include, but are not limited to:
• Supervises staff to ensure all incoming mail and faxes are imaged daily and assigned appropriately.
• Maintains operating manual to ensure all procedures are up to date.
• Uses developed metrics and reporting to ensure unit workflow is meeting minimum standards and develops strategies to improve staff performance.
• Retrieves PAU reports and bills and ensures they are distributed and/or mailed out timely in accordance with Unit procedures.
• Oversees and coordinates all supplies for the Support Unit, which includes ordering supplies as needed to ensure proper inventory levels.
• Manages the assignment of System Announcements for the entire Division.
• Performs the full range of supervisory responsibilities such as evaluating staff performance, staff training, and time and attendance.
• Accurately compile, enter, and report statistics for analysis or tracking purposes.
• Scan in mail using the software programs Datacap and Capture.
• Processes incoming faxes in Microsoft Outlook, ensuring they are imaged daily and assigned appropriately.
Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as an Office Assistant 3, if less than one year, you must be currently reachable on the Office Assistant 3 eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 12. To be considered, you must provide a copy of your letter of eligibility with your response.
