Job Specifics
Duties Description Within the Division of Operations and Systems in the Bureau of Security the specific duties of the Information Technology Specialist 3 will include but not be limited to the following:
Assisting with the development of required security documentation, including but not limited to: System Security and Privacy Plan, the annual IRS Safeguard Review Report, SSA Security Requirements Traceability Matrix (SRTM), and quarterly Plan of Action and Milestones (POA/M) to meet agency security procedures and policies;
Assists in the development and communication of policies, procedures and standards to ensure all security requirements (software, facility, application etc.) are enforced across all program areas;
Supports the day-to-day operations and activities of the bureau;
Assists in the development and implementation of information security incident response plans and procedures;
Participates in meetings and works with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements;
Assists in the investigation of security incidents and violations and oversees the remediation and reporting of these events;
Assists with the training of Department staff on security rules and regulations governing DOS applications and state and federal regulations;
Assists in the review and validation of all technical documentation related to information security;
Monitors systems and reports security breaches through the appropriate escalation process;
Manages and monitors activities performed by subordinate staff, contractors and consultants;
Assisting in managing related cybersecurity risks in a manner consistent with the New York State Policies and Standards, the Internal Revenue Service's Publication 1075, Social Security Administration Technical System Security Requirements, and Center for Medicare and Medicaid Services’ overall cybersecurity risk management program, assuring compliance with ARC-AMPE and NIST 800-53; and
Other duties as assigned.
Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Degree in cyber security or college level classes in cyber security or professional experience in cyber security.
Excellent oral and written communication skills, including the ability to clearly articulate information technology and information security concepts.
Demonstrated critical thinking, problem solving and analytical skills.
Ability to work independently as well as in a team environment.
Additional Comments Reporting to the Bureau Director of Security, the Information Technology Specialist 3 will be responsible for supporting the oversight and enforcement of all federal and state laws, regulations, policies and procedures governing security. The incumbent will also support the evaluation of security plans for all systems/vendors handling Medicaid data and support the day-to-day operations of the unit and participate in projects as requested. The incumbent will provide direction and oversight to the state and contract staff supporting the bureau.
