Job Specifics
Duties Description Duties will include: Coordinate with regional biologists to assign staff to complete projects throughout the field season. Prep equipment for fisheries survey work as needed. Maintain fisheries equipment and boats. Must maintain a Certified Pesticide Applicator license holder in Category 5C to assist with sea lamprey control across NYS and for brook trout restoration projects. Be familiar with water resources of DEC Region 5 and proficient in identifying regional fish species and how to survey for them. Complete data processing, analysis and report preparation in coordination with biologist. As needed draft or assist in drafting technical briefs. Perform other duties as assigned.
Maintain inventory of and conduct annual inspections of barrier dams, perform maintenance as needed, including re-construction. DEC chainsaw certification required. Perform carpentry, electrical and plumbing repairs on fisheries equipment as needed. Be able to operate canoes, boats, diagnose boat motor problems, trailer equipment and oversee use of fisheries mini-pool of vehicles in the Ray Brook office.
Technician will have supervisory responsibilities for lower level permanent, seasonal staff and volunteers. Must have good communication (oral, written) skills. Experience interacting with the public a plus. Assist in the preparation of media brochures; develop, and display public presentations. Must be able to take and follow directions, but also have the ability to work alone. Must be able to work occasional weekends or at night. Some travel will be required. Must be able to fly in helicopters.
Minimum Qualifications Minimum qualifications for provisional appointment:
Must be a qualified employee of the New York State Department of Environmental Conservation and have had One year of permanent competitive or 55-b/55-c service as a Fish and Wildlife Technician 2.
Minimum qualifications for competitive appointment:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis
or
Transfer Eligible - One year of permanent competitive service at salary grade 13 or higher and eligible for transfer under Section 70.1: Permanent competitive service as a Fish & Wildlife Technician 2.
*If there is no viable eligible for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
