Job Specifics

Duties Description The Project Assistant will be responsible for the oversight of system functions for H.R. 1 initiatives in the NY State of Health (NYSOH). Excellent management and leadership skills, broad and deep understanding of large-scale system operations and support, and proficiency with industry standard IT governance processes are required.
Specific duties include, but are not limited to:
Oversee the system integrator’s technical staff to ensure best practices and enterprise standards are being followed for the H.R. 1 initiatives.
Review and validate the system integrator’s estimates, and the development of recommendations when estimates are not within industry guidelines.
Oversee the implementation of change requests in technical areas such as server architecture, storage architecture, and hardware architecture.
Direct the development of standard reports to monitor the performance of H.R. 1 activities to meet statutory obligations.
Direct the development of performance metrics that measure system integrator’s activities and performance.
Analyze regulatory compliance impacts on H.R. 1 initiatives.
Work collaboratively with agency business stakeholders, IT technical teams, and non-technical teams involved in all phases of the project and system development lifecycle.
Supervise, train and mentor a team comprised of state staff and contractor resources.
Lead and participate in meetings with NYSOH state, contractor, and stakeholder teams.
Perform the full range of supervisory duties.

Minimum Qualifications Bachelor’s degree and five years of experience in information technology systems operations, technical systems oversight, systems integration support, or healthcare information systems administration, including experience with technical infrastructure changes, performance monitoring, compliance analysis, systems development lifecycle coordination, and vendor or contractor oversight; two of these years must have been at the supervisory level.

Substitutions: Bachelor’s degree may be substituted by four years of specialized experience or an associate’s degree and two years of specialized service. A master's degree may substitute for one year of specialized experience.

Preferred Qualifications: Demonstrated management and leadership experience. Demonstrated experience supporting large-scale system operations and applying standard IT governance processes. Experience with Medicaid, health insurance systems, or State-based Exchanges is preferred.



Additional Comments The NYSOH System is key component of New York’s Medicaid Enterprise system portfolio and provides critical support for eligibility and enrollment policy and operations for Medicaid, Child Health Plus (CHP), the Essential Plan (EP), and Qualified Health Plans (QHPs), as well as tax credits for QHPs. NYSOH is a highly-complex integrated system that assists consumers in real time determination of eligibility for coverage across multiple health care plans, serving the Modified Adjusted Gross Income (MAGI) eligible Medicaid population, CHP, and EP, as well as individuals seeking subsidized or non-subsidized coverage through QHPs. The system annually supports 250,000 webpage views, sends 20 million notices, and processes over 6 million eligibility determinations as it facilitates enrolling individuals into coverage, along with exchanging data with numerous internal and external parties, including the IRS, CMS, and the State’s core Medicaid Management Information System (MMIS).
