Job Specifics

Duties Description Supervisory Leadership and Staff Management:
• Establishes program priorities, workplans, and timelines; monitors progress
• Supervises team; assigns, reviews, and evaluates their work; provides feedback, and formal evaluations
Immigration Program Oversight
• Oversees five J-1 visa waiver programs
• Serves as the Department’s point of contact with federal partners, state agencies, and stakeholders regarding program requirements
• Identifies policy or regulatory developments affecting waiver programs
Federal and State Loan Repayment Program Administration
• Oversees four loan repayment programs
• Ensures program operations comply with all applicable federal grant terms, state statutory requirements, and agency policies
• Monitors program outcomes and identifies opportunities to improve participant recruitment, retention, and award utilization
Primary Care Office Program Liaison and Coordination
• Serves as liaison between the Primary Care Office and federal partners, and external stakeholders
• Coordinates across program areas to ensure alignment of activities, timelines, and deliverables
• Supports the development and review of program materials, policy guidance, and informational resources for internal and external audiences
• Tracks program activity, compiles data, and contributes to progress reports, presentations, and other documentation

Minimum Qualifications Permanent Transfer Candidates: Current Department of Health employee with one year of permanent or contingent-permanent competitive service as a Health Program Administrator 2, SG25 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a title SG23 or higher and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law.

Preferred Qualifications: Experience supervising or leading a team of professional staff in a public health, health care, or government program setting.
'-Experience administering federal or state health workforce programs, including but not limited to immigration-related programs, loan repayment, or service obligation programs.
'-Experience administering federal or state health workforce programs, including but not limited to immigration-related programs, loan repayment, or service obligation programs.
'-Strong analytical and problem-solving skills, with the ability to interpret and apply complex regulatory, statutory, and programmatic guidance.
'-Proficiency with data management, tracking systems, and standard office software including Microsoft Office Suite.
