Job Specifics

Duties Description The incumbent of this position will be assigned various OCFS programs and will handle:
•All Discipline processes including an analysis of investigation materials;
•Reviewing that analysis and recommending penalties and any other administrative actions;
•Presenting proposed actions to agency management for final determinations;
•Preparing for and presenting cases at expedited arbitration and full Article 33 arbitration hearings;
•Processing all Article 34 employee disciplinary grievances;
•Coordinating with the Governor's Office of Employee Relations for any Step 3 and Step 4 grievances;
•Process case close-outs;
•Responding to and facilitating all meetings and hearings related to Improper Practice Charges with OER attorneys in front of the Public Employee’s Relation Board;
•Interpreting contracts and support programs and managers to ensure compliance;
•Providing guidance, support and direction to assigned program/facility supervisors and managers on a continual basis;

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer under the Civil Service Law.
*Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfer would exceed two salary grades.
