Job Specifics
Duties Description The Health Program Administrator 2, SG-25, will report to the Director of the Administrative Management Services Group (AMSG) and be responsible for oversight and management of AMSG’s Non-Capital and New Initiatives Unit (NCNU). The incumbent’s duties will include, but not be limited to oversight and management of the NCNU, including assignment and review of NCNU staff work; responsibility for, and oversight of, external fiscal asks; back-up point of contact with external stakeholders when the Director is unavailable; program management and strategic planning for new non-capital programs and loan repayment programs, as well as the data and professional development teams; coordination and oversight of contract development, reimbursement payment processes, and contract monitoring for all grants programs that full under the NCNU; supervision of both state and contract staff that are part of the NCNU; drafting budget modifications, contract amendments, and project changes while assisting in the review of determining the impact on the contract and to ensure continued compliance with applicable regulations; provide policy direction to GMB staff; and other duties as needed pertinent to capital contracts (i.e., hold key roles in SFS).
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, SG25 OR current NYS employee with one year of permanent, or contingent-permanent, competitive, service in a title SG23 or higher and eligible to transfer via Section 52.6 or 70.1 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset:
Knowledge:
- NYS procurement guidelines, policy and procedure.
- Division of Budget guidelines and State Finance Law.
Experience:
- Project Management
- Procurement, Account Payable and Budgeting
- Use of the Statewide Financial System (SFS) and Grants Gateway.
Skillset:
- Proficiency in the use of Word, Excel, Access, and PowerPoint.
- Ability to work well with a team and manage multiple competing priorities is required
- Strong written and verbal communication skills.
