Job Specifics
Minimum Qualifications MINIMUM QUALIFICAITONS: Promotional: Two years of service as a Human Rights Specialist 2 or Human Rights Program Analyst or three years of service as a Human Rights Specialist 1 or Human Rights Specialist 1 (Spanish Speaking).
(a) Open competitive: Ten years of satisfactory full-time (or equivalent part-time) professional-level work experience involved in human or social services, housing, community development, industrial or labor relations, including at least two years of supervisory experience; OR
(b) Six years of satisfactory full-time (or equivalent part-time) professional-level work experience involved in planning, developing, or human rights or civil rights programs, including at least two years of supervisory experience; OR a satisfactory equivalent combination of (a) and (b)
Substitution: A Bachelor’s degree may be substituted for two years of the non-supervisory experience; a Master’s degree in business or public administration, in social sciences, in labor, industrial or human relations, or in a closely related field or a law degree, may be substituted for one additional year of non-supervisory experience.
QUALIFICATIONS PREFERRED
• Demonstrated commitment to civil rights or human rights.
• Experience in conducting and supervising investigations preferred.
• Demonstrated work in or knowledge of the region in which the incumbent is to serve.
• Strong communication (including written) skills.
Duties Description DUTIES: The Human Rights Regional Director 1 is responsible for overseeing the work and operations of the Buffalo Regional Office to ensure that the office is meeting the mission of the New York State Division of Human Rights Law ("Law")and the vision of the Commissioner, which includes, specifically, enforcing the Law to the fullest extent possible; overseeing the operations of the region so to ensure that it is functioning effectively and efficiently; identifying problems in his/her region and solutions to those problems; overseeing and facilitating the investigation and resolution of discrimination complaints; building relationships with local community and advocacy groups; ensuring that the investigatory process is managed and working in compliance with the standards set by the law and the Commissioner, and that the statutory targets are being met; ensuring that the region is investigating thoroughly all complaints of discrimination and forwarding to hearing those cases where there is probable cause to believe the respondent unlawfully discriminated against the complainant.
Additional Comments Interviews will be held at either the Buffalo Regional Office or the Division Head Office at One Fordham Plaza, 4th Floor, Bronx, NY 10458. Starting salary for a new State employee will at $72,429.
