Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title

OR

Transfer Opportunity - have permanent status as a Secure Care Treatment Aide 1, SG-11, and be eligible for a lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law. To qualify for Section 70.1 transfer, candidates must have at least one year of permanent status in a title approved by Civil Service with two salary grades of the Grade 11 level.

Provisional Appointment –

In the event there is not a valid eligible list, candidates who applied for the open-competitive Secure Care Treatment Aide 1 examination on March 17, 2018 and meet the minimum qualifications for the position may apply for the position, and if hired, will be provisionally appointed. Candidates appointed provisionally must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

In order to meet the minimum qualifications for provisional appointment, candidates must possess ONE of the following:

Either 1. a high school diploma or a high school equivalency diploma (such as a GED), AND one year of direct patient care experience working with individuals diagnosed with mental illness or with emotional or social behavior problems;

Or 2. an associate's or higher level degree in a human service field;*

Or 3. an associate's or higher level degree in criminal justice.

* For the purpose of this examination, a degree in a human service field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology rehabilitation counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, creative arts, dance, drama, music, or physical education.) Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling, education, human development.) Examples of non-qualifying degrees include but are not limited to: political science, liberal arts, and business.

Incumbents must successfully complete at least ten days of intensive specialized training within the first six months of employment on a secure care unit as part of the probationary period.

Duties Description As a Secure Care Treatment Aide 1, you would assist in the psychiatric treatment, rehabilitation, and care and safety of individuals diagnosed with mental illness or with emotional or social behavior problems. This may include those who are considered to be manipulative, treatment resistant, and/or dangerous to themselves and/or others. You would participate in active treatment programming and provide a safe, secure, and stable environment within which these patients can be given the intensive care and behavioral interactions needed for stabilization and treatment.

Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. The physical/medical standards include a physical fitness test, a medical standards evaluation, and a substance abuse screening. A medical examination will be required prior to appointment, and you are responsible for payment of the clinical laboratory test fee. Appointees to this position may be required to undergo periodic medical examination to reassess their ability to perform the essential duties of the position.

Drug Testing: Prior to appointment, you may have to participate in a drug screening test and are responsible for the clinical lab fee. Failure to meet the standards may result in your disqualification.

In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or federally assisted program.) If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other federal or federally assisted program,) you may be terminated from your employment.

Additional Comments Background Investigation Requirements
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
