Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service in a title M-2 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of Human Resources Management (OHRM) is seeking applications for an Associate Director Human Resources 3 (Labor Relations). The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the State Education Department (SED), including the Office of Education Policy, the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer, and two schools operated by SED in Rome and Batavia. Under the direction of the Director of Human Resources, the incumbent will serve as Director of the Department’s labor relations program with primary responsibility for negotiated contract implementation and compliance, grievance and disciplinary administration, labor management and overall employee relations activities. Major duties of these positions will include, but are not limited to, the following:

• Oversee the administration and implementation of applicable collective bargaining agreements, the agency grievance program and protocol, and process complex grievance issues;
• Direct or participate in statewide labor management committees and work groups;
• Oversee the agency’s discipline program, direct investigations and interrogations, and conduct sensitive and complex disciplinary investigations/arbitrations or Section 75 hearings;
• Represent the Department in complex disciplinary and PERB hearings;
• Assist Counsel’s Office at hearings involving SED staff pursuant to the NYS Human Rights Law and participate in investigation meetings conducted by the NYS Division of Human Rights;
• Serve as the primary agency liaison to the Justice Center;
• Train the agency’s supervisory staff in effective labor relations practices;
• Supervise and assign the work of the office, monitor and review completed work, and serve as a mentor and trainer to subordinate professional staff;
• Serve as the agency’s lead representative in collective bargaining negotiation; and
• Recommend new or revised Department employee relations policies.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance and other benefits. Occasional travel is required. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $119,555 based on annual performance advances.
