Job Specifics
Minimum Qualifications Current Division of Homeland Security & Emergency Services employee with permanent, contingent-permanent or 55b/c service as a Senior Attorney and interested in reassignment; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law. Admission to the New York State Bar is required.

Duties Description The Senior Attorney will provide legal advice and guidance on issues affecting the administration and operation of the NYS Division of Homeland Security and Emergency Services. The Senior Attorney will be expected to conduct legal research, draft legislative proposals and bills, analyze pending legislation and prepare agency recommendations, respond to FOIL requests, review State and federal grants, review and negotiate contracts, assist with the formulation of agency and operational policies and procedures, rules and regulations, and review, provide guidance and make determinations related to ethics and outside activities. The Senior Attorney will also assist and advise on internal and external complaints and litigation, act as a liaison on specified projects with federal representatives, state, local and international and private sector officials, and become knowledgeable in relevant and applicable laws, rules and regulations. DHSES program areas include: Homeland Security, Critical Infrastructure, Cyber Security, Emergency Management, Fire Prevention and Control, State Preparedness Training Academy and Interoperable Emergency Communications.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
