Minimum Qualifications MINIMUM QUALIFICATIONS:

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Labor of our intention to conduct a non-competitive promotional examination for the position of Unemployment Insurance Program Manager 5 in Albany. If there are no more than three qualified candidates interested in the position a permanent appointment may be made by non-competitive promotion of an applicant, who meets the minimum qualifications, if a non-competitive promotion examination is approved by the Department of Civil Service.

Minimum Qualifications: You must be a NYS Department of Labor employee and have one year of permanent, competitive service in one of the following titles:

Unemployment Insurance Program Manager 3, M-3
Unemployment Insurance Auditor 5, M-3
Unemployment Insurance Program Manager 4, M-4
Chief of UI Liability Review, M-4
Director of U.I. Benefit Payment and Tax Accounting, M-4 Employment Services Manager 3, M-3
Assistant Director of UI Adjudication Services, M-3
Community Service Center Manager 4, M-4
UI Audit Metropolitan Regional Director, M-4
UI Audit Upstate Regional Director, M-3

Transfer Qualifications: This title is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under this section of the law provided all transfer criteria are met. Source titles from which transfer may be made must be designated “administrative” and be Grade 31/M-4 or higher.

Duties Description STANDARD DUTIES:

Under the general direction of the Director, Unemployment Insurance Division (UID), the incumbent plans, directs, coordinates and evaluates UID benefit programs and activities Statewide to ensure compliance with Department policies, Federal and State laws, rules and regulations; manages benefit program policy issues and operations with other UID and Department programs as well as with UI customers and stakeholders. The incumbent also represents the Department and UID at State-level meetings with unions and business groups; oversees investigations of issues raised by Government officials, employers, claimants or unions, and provides compilation of high priority data to the Director of UID or the Commissioner; works closely with the Adjudication Services Office and UI Appeal Board to resolve appeals on controversial cases and precedent setting decisions, ensures the continuity of efficiency and effectiveness, and quality of benefit operations and services within the Department; and identifies and implements customer service improvements.
