Minimum Qualifications MINIMUM QUALIFICATIONS:

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Labor of our intention to conduct a non-competitive promotional examination for the position of Director Unemployment Insurance Liability Audit, M-5 in Albany. If there are no more than three qualified candidates interested in the position a permanent appointment may be made by non-competitive promotion of an applicant, who meets the minimum qualifications, if a non- competitive promotion examination is approved by the Department of Civil Service.

Minimum Qualifications: You must be a Department of Labor employee and have one year of permanent or contingent permanent service as a:

Unemployment Insurance Program Manager 3
Chief of UI Liability Review
Unemployment Insurance Program Manager 4
UI Auditor 5
Director of UI Benefit Payment and Tax Accounting
UI Audit Upstate Region Director
Assistant Director of UI Adjudication Services
UI Audit Metropolitan Region Director

52.6 Transfer Qualifications: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. The incumbent must have one year of permanent competitive service in a title M-4 or above designated “Administrative” under Section 52.6 of the Civil Service Law.

Duties Description STANDARD DUTIES:

As the Director of Unemployment Insurance Tax Liability and Field Audit, under the general direction of the Director of the Unemployment Insurance Division, the incumbent would plan, direct, control and evaluate all of the activities of the Determination and Enforcement Office concerning employer liability; coverage and registration; investigation and tax collection; and auditing procedures.
