Job Specifics
Minimum Qualifications This is a full-time, non-competitive, policy-influencing position.
Candidates must have: a Bachelor’s Degree in a human service or clinical discipline, such as Psychology, Social Work, etc., OR an RN; and at least five years of post-degree professional clinical experience, working in a mental health setting. Two years of professional experience (either as part of, or in addition to, the qualifying general experience) must have included substantial engagement in one or more of the following activities:
• mental health program administration, management or supervision;
• planning, development, or coordination of forensic, community-based, or high risk/high
need mental health services/systems.
A Master’s Degree in a human service or clinical discipline may be substituted for one year of the general experience.
Clinical experience is defined as direct care, treatment, or instruction of patients in a Federal or State operated or licensed mental health program.
Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assisted Outpatient Treatment (AOT) Compliance Specialist 3, M-2, non-competitive, policy influencing position in the New York City Field Office (NYCFO). Under the general direction of the Director of the Bureau of Special Projects and supervision of the Director of NYCFO, the AOT Compliance Specialist 3 will oversee and implement the provisions of Kendra’s Law within New York City’s large and complex behavioral health system. The incumbent will also work as part of OMH’s statewide AOT team which includes representatives from each of the five OMH field offices. These representatives have legislatively defined roles as Regional AOT Program Coordinators with statewide efforts managed by the statewide OMH Central Office AOT Director. This statewide team participates remotely in monthly AOT meetings to share regional implementation challenges and trends and to ensure consistent implementation of Kendra’s Law statewide. The team also meets quarterly in Albany for a 2-day forum with guest speakers, demos, etc. The incumbent will be responsible for conferring with the New York City Department of Health and Mental Hygiene (NYCDOHMH), New York City Field Office leadership, and the Central Office AOT leadership to develop and maintain detailed management plans and to ensure the program is operating for the benefit of consumers. Specific duties to be performed may include, but are not limited to, the following:
Provide oversight to the complex behavioral health system including a multitude of different agencies within the five boroughs of New York City; and supervises AOT Compliance Specialists 1 within New York City region in the performance of their duties.
Provide guidance and expert technical implementation assistance to the NYCDOHMH in appropriate referral methods. Plan and conduct meetings with NYCDOHMH, patient advocacy groups, family members, behavioral health providers, and the general public to promote understanding of Kendra’s Law.
Ensure timely provision of services and the utilization of existing services in the assisted outpatient’s community.
Ensure designation of a Health Home Plus care coordinator, or Assertive Community Treatment (ACT) Team for each assisted outpatient as required in Kendra’s Law and consistent with the standards set by the OMH Commissioner.
Review the implementation of the court order and ensure court-ordered services are being provided in a timely manner by conducting site verification visits.
Review local written and data reports demonstrating assisted outpatient compliance and the availability of services and medications as required by the Court.
Monitor programs to ensure quality services are provided in accordance with the court order.
Initiate corrective action if implementation is not consistent with court order.
Determine if the five boroughs in NYC are meeting their statutory obligations under Kendra’s Law and report all failures for inclusion in a report to the OMH Commissioner and the court that issued the order.
Receive and process information regarding the distribution of grant monies including identifying problems requiring corrective action. Coordinate the development and dissemination of guidelines for the negotiation and execution of grant monies with agency fiscal and legal bureaus.
