Minimum Qualifications Temporary Assistance Specialist 1, SG-18:
Eligible for a lateral transfer, or a 70.1 transfer by having one year of permanent competitive or 55 b/c service in an appropriate title.

Temporary Assistance Specialist Trainee 1, SG-NS:
Eligible for a lateral transfer, or a 70.1 transfer by having one year of permanent competitive or 55 b/c service in an appropriate title.

NOTE: Candidates who are currently reachable on an appropriate eligible list for the Temporary Assistance Specialist 1 or the PCO in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description This Temporary Assistance Specialist 1 position is located in the Employment and Income Support Program's (EISP) Employment and Advancement Services (EAS) Bureau. This position will be supervised by a Temporary Assistance Specialist 2.

The duties of this position will include, but are not limited to, the following:
• Reinforce agency priorities and help to ensure social service districts direct resources in a manner consistent with agency priorities;
• Provide ongoing policy support for Temporary Assistance and Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) programs by reviewing and analyzing Federal and State regulations. Prepare policy documents, training materials, improved monitoring documents, and other instructional materials for local districts related to SNAP E&T, as well as policies related to Able Bodied Adults Without Dependents (ABAWD) requirements;
• Assist in developing recommendations regarding the Office of Temporary and Disability Assistance (OTDA) positions on external proposals and recommendations for agency policy guidance;
• Participate in federal and State SNAP Management Evaluation review/monitoring of local district SNAP Employment and Training operations as required. Prepare reports, identifying deficiencies, and work with districts on corrective actions, including training, as necessary;
• Monitor district work activities, including policy reviews and site visits to ensure compliance with Federal and State requirements. These efforts are critical to ensure program integrity and to enable the agency to appropriate respond to agency audits conducted by the Office of the State Comptroller, the United States Department of Health and Human Services, and the United States Department of Agriculture;
• Support district employment operations through the provision of technical assistance including sharing of best practices, operational recommendation and facilitation of regional meetings for district employment staff;
• Respond to written and oral requests for information/clarification from clients, districts, community-based organizations and other sources related to SNAP Employment and Training and ABAWD requirements;
• Assist with completing the work associated with SNAP Employment and Training related initiatives and projects as needed, such as, but not limited to, Waivers, Employment Policy Manual review and update, SNAP Data Grant, SNAP E&T Reporting requirements; and
• Support central office policy development and participation in a number of special projects required to fulfill the agency's goals.

Additional Comments A full-time, permanent or contingent permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Salary for Trainee 1 is $42,986.
