Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Archives Conservation Specialist 3.

Provisional Appointment: Candidates must have either:

1: One year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 2; OR

2: Candidates must be a current New York State employee AND have:

1. a master's degree in history, government, business administration, public administration, political science, American studies, library science, information science* or archival administration; AND
2. four years of qualifying experience where at least two years of the experience must have included direct supervision of professional staff or responsibility for administration of an archives and records program.

Qualifying Experience:

Professional experience in which 80% of your duties involve one of more of the following:

A. Analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body, or corporation;
B. Providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration;
C. Developing or implementing guidelines, standards, or policies and procedures concerning records management and/or archives administration;
D. Evaluating available information technology systems that support recordkeeping needs and requirements of an institution, governmental body, or corporation; OR
E. Acquiring, controlling, preserving, making available or promoting use of archival records.

*A master's degree in a computer related information science will NOT be considered qualifying.

Substitution: A Ph. D. in Archival Administration may be substituted for one year of the general experience.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the
following qualifications:

• Demonstration of experience with core archival and records management practices, including scheduling/appraisal, archival description and preservation, digital preservation and electronic records and references services to a wide range of users, including state and local government agencies;
• Experience with records management methods and techniques, especially in a government setting; and
• Demonstrated ability to work independently.

Duties Description The New York State Archives is seeking candidates for an Archives and Records Management Specialist 3 position. The incumbent of this position will provide records management advisory services to local governments and state agencies in New York State, focusing primarily on local governments in western and central New York and New York’s southern tier. Duties of this position include, but are not limited to, the following:

• Provide direct advice and assistance to local governments and state agencies on a wide range of archives and records management topics including, records retention, inventory, storage, preservation, access and information technology;
• Deliver training via State Archives workshops and webinars and promote the development of effective local government and state government records management programs through consultations by referring customers to other State Archives staff, as needed;
• Conduct analysis of records systems in local governments, including electronic record keeping systems to support the development of retention and disposition schedules, as well as other records management services;
• Monitor grant projects funded under the local government records management improvement fund and ensuring that the results of those projects are communicated widely; and
• Work with other State Archives staff, as well as local government officials, to develop training resources, publications, technical standards and other records management products and services.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Verification of degree will be required for all candidates at the time of interview. This position will require extensive travel within New York State.

**Leads to a maximum salary of $92,693 based on annual performance advances.
