Job Specifics

Minimum Qualifications Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and four years of professional research experience in that field; OR a Master's degree in one of the above fields and three years of professional research experience; OR a doctorate in one of the above fields, and one year of professional research experience.
PREFERRED
QUALIFICATIONS
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Knowledge of health care delivery systems and policies related to Medicaid, Medicare, and/or other payer related payment mechanisms. Experience with project management and supervisory responsibilities is a plus. Ability to lead and work with a diverse team evaluating health care services, health information exchange and patient centered medical home initiatives. Knowledge of healthcare interoperability standards and health information exchange. Excellent written and communication skills.

Duties Description The Research Scientist 3 will be assigned to the Division of Healthcare Innovation, in the New York State Department of Health’s Office of Quality and Patient Safety (OQPS). The incumbent will supervise other mid- and lower-level research scientists to help OQPS evaluate patient-centered medical home and health information exchange initiatives through research, evaluation, and health information analyses.
Specific duties include: utilizing several sources of data within OQPS and from other sources to lead and design research, measurement, analysis, policy, and application to the Division’s initiatives, including the Advanced Primary Care scorecard and Health IT enabled Quality Measurement; actively engage in presenting and reporting research and evaluation results; contribute to formulating healthcare policy recommendations based on findings; submit manuscripts for peer review publication. The Research Scientist 3 will perform these duties under the supervision of a higher-level research scientist.
