Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). The preferred candidate would have progressively responsible work experience in the administrative support of a large, multi-faceted public health program with excellent communication, analytical and organizational skills and a strong command of technology solutions that support efficient office operations. Ability to work independently and handle multiple priorities. Supervisory experience.
Duties Description The Bureau of Supplemental Food Programs (BSFP), Information System Management Section (ISMS) is currently recruiting for a position of Health Program Administrator (HPA). This position will assist the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) with developing and maintaining a replacement for the WIC Statewide Information System (WICSIS). The HPA will be responsible for the interpretation of Federal regulations to function as a Subject Matter Expert, communicating program/business needs for software changes and interacting with the Division of Nutrition, Office for Information Technology (OIT) staff and contractors. The incumbent will participate on project work groups to define business requirements, review specification documents, assist with development of user acceptance test plans and perform testing. This position will provide supervision for Help Desk ticket triage, ticket resolution by program staff and provide oversight for access to the computer system by contractor staff. The incumbent will be responsible for policy and procedure development for Help Desk and User Access and supervision of an Program Aide. In addition, the HPA will prepare written and verbal communications for WIC local agency and Department of Health regional office staff demonstrating the ability to translate technical information into plain language. Written materials may include memos, training material, PowerPoint presentations, Communiqués, and WIC Watch articles. Verbal communication may include technical assistance and conducting presentations.
Additional Comments Permanent, full-time. Occasional travel within New York State, including overnights and to locations that may not be served by public transportation, is required.
