Minimum Qualifications Minimum qualifications for taking the open-competitive examination: A bachelor’s degree with a major in community health and family studies, correctional studies, counseling, criminal justice, human services, psychology, public justice, social work, sociology, or vocational rehabilitation AND two years of experience providing individual and/or group counseling in a recognized correctional, criminal justice, or community/human services program aimed at assisting clients with the resolution of major social, behavioral, and personal problems. Experience must have included responsibility for conducting counseling sessions designed to provide the participant(s) with counseling for social and personal problems such as alcohol and drug abuse, mental, behavioral, and emotional problems.

Substitution: A master’s degree with a major in community health and family studies, correctional studies, counseling, criminal justice, human services, psychology, public justice, social work, sociology, or vocational rehabilitation may be substituted for one year of the required experience.

Non-Qualifying Experience: Group work oriented toward behavior modification in such areas as self-improvement of tobacco cessation, crisis intervention, or case management alone is NOT qualifying experience.

Note: if you pass the examination for Offender Rehabilitation Coordinator (Spanish Language), you will be required to demonstrate your Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.

Minimum qualifications for taking the open competitive examination: a bachelor’s degree with a major in community health and family studies, correctional studies, counseling, criminal justice, human services, psychology, public justice, social work, sociology, or vocational rehabilitation.

ADVANCED PLACEMENT: If appointed from Trainee eligible lists, you will enter a two-year traineeship leading to Offender Rehabilitation Coordinator, G-19. However, if beyond meeting the minimum qualifications, you have at least one year of providing individual and/or group counseling in a recognized correctional, criminal justice, or community/human services program aimed at assisting clients with the resolution of major social, behavioral, and personal problems or a master’s degree with a major in community health and family studies, correctional studies, counseling, criminal justice, human services, psychology, public justice, social work, sociology, or vocational rehabilitation, you may be appointed to the Trainee 2 level, reducing the traineeship time by one year. Experience must have included responsibility for conducting counseling sessions designed to provide the participant(s) with counseling for significant social and personal problems such as alcohol and drug abuse, mental, behavioral, and emotional problems. You must inform the agency of this experience or possession of an appropriate master’s degree at the time of interview.

Minimum qualifications for taking the open competitive examination: Must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had three months of permanent competitive or 55-b/55-c service. In addition to the permanent service requirement, you must also have a bachelor’s degree with a major in community health and family studies, correctional studies, counseling, criminal justice, human services, psychology, public justice, social work, sociology, of vocational rehabilitation.

Duties Description Conducts initial interviews and establishes inmate goals. Individual and group counseling sessions are conducted. oversees orientation and art. Completes case plans quarterly, scheduled and unscheduled transfer review updates goals and monitors status of goals. Prepares various reports associated with inmate caseload such as earned eligibility, merit time and presumptive release evaluations, temporary release reviews, limited credit time and inmate to inmate correspondence. Assists with coverage during peer staff absence. Covers caseload functions for absent staff according to prescribed schedule as directed by supervisor. Completes inmate status reports, compas assessments and case management. Entries in CMS to prepare offenders assigned to caseload for their respective board appearances and to address the community supervision needs of those inmates. Provides Tier III assistance to offenders. Demonstrates professional qualities characteristic to the position of ORC. Complete required number of training hours. Participates on various committees when needed and assist with oral/written translation of Spanish as needed.
