Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 3 (Public Health) G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

QUALIFICATIONS
The preferred candidate would be skilled in Statistical Analysis System (SAS) software with experience in ARC GIS or other mapping software a plus. Proficient with Microsoft Office including Excel, Word, and PowerPoint. A solid background in the management and analysis of primary and secondary data, familiarity with social determinants of health and theories of health behavior change, demonstrated competencies in teamwork and collaborative research. Evidence of excellent analytic, critical thinking and scientific writing skills. Experience in the design and conduct of qualitative research.

Duties Description This position is located in the Bureau of Supplemental Food Program’s Food Delivery and Vendor Management Section to assist with the interpretation of data obtained from a legacy paper check system that is being transitioned to an electronic benefit transfer (EBT) system. The incumbent will join a team of public health professionals and contribute to planning and implementing nutrition-related quality improvement in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The incumbent will assist with designing and conducting ongoing process and outcome evaluation activities, which may include sample selection, survey development, data collection, data entry, analysis, and interpretation, and reporting results. The incumbent will be responsible for disseminating findings from evaluation and analysis activities to scientific and non-technical audiences; preparing presentations, and assisting with required reporting to funders and developing recommendations on critical programmatic changes. The incumbent will be responsible for the administration of the vendor audit process which includes selection of vendors, training vendor management auditors, the review and update of audit processes and the design of quality improvement activities/indicators.

Additional Comments Permanent, full-time appointment. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
