Job Specifics

Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent status as a Consultant Nurse, G-24 OR current New York State employee with one year of permanent or contingent-permanent service in a qualified title and eligible for transfer to Consultant Nurse HNSA under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive Minimum Qualifications: licensed and currently registered as a nurse in New York State; AND four years of public health, community health, or other nursing experience in an appropriate facility setting. Two years of this experience must have been providing direct patient care and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator.

QUALIFICATIONS
Knowledge of Hospital Surveillance recertification and complaint survey process and State and Federal laws and Regulations; strong leadership skills in management of professional staff and committee participation; supervisory experience; ability to motivate staff and correct performance issues; quality assurance and performance improvement experience; staff training/staff development experience; excellent critical thinking and problem solving; communication, computer, written and organizational skills; ability to function independently, prioritize and address multiple tasks and responsibilities; scheduling expertise.

Duties Description Under the direction of the Federal Survey Manager, the Consultant Nurse ensure that surveyor staff follows the federal and/or state survey process, follows protocols and uses all appropriate survey tools. Supervises staff including submission of probation and performance evaluations reports within the required timeframes. Monitors and responds to staff leave requests and review travel and timesheets within the required timeframes. Trains new and existing staff. Ensures survey team develops and completes Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. Ensures surveys are scheduled, completed and closed within the mandated timeframes. Responds to telephone inquiries, complaints and assigns appropriate staff to investigate or review complaints/allegations. Interacts with facilities, agencies, providers and the public in a professional manner. Participates in emergency preparedness drills and responds to emergencies.
