Minimum Qualifications MINIMUM QUALIFICATIONS:

Currently reachable on the Civil Service canvass list for Chief Physical Therapist, or eligible for 70.1 transfer into the Chief Physical Therapist title.

Duties Description POSITION DESCRIPTION:

As Chief Physical Therapist, the selected candidate will:
Administer a large physical therapy program for individuals diagnosed with a wide variety of developmental
disabilities. Develop PT related policies, procedures & best practices; act as a consultant to interdisciplinary
treatment teams, as well as voluntary agencies on PT-related issues; organize professional training and
education programs for PT staff; and evaluate the effectiveness of physical therapy treatment programs. In
addition, you will interact with various departments, including Plant Services, to provide input on accessible
design for state operated sites, and the Business Office to facilitate procurement of durable medical equipment.
You will also provide Administrative input & oversight to the Agency’s Adaptive Equipment Shop.

PRIMARY DUTIES AND RESPONSIBILITIES:

As Chief Physical Therapist, the selected candidate will:
• Coordinate Physical Therapy Services for the 8-county area in CNY DDSOO
• Be responsible for recruitment, training and retention of PT staff
• In concert with the Head Physical Therapist, provide administrative/clinical oversight and supervision to agency Physical Therapy staff.
• Provide administrative oversight to the Rome & Syracuse Adaptive Equipment Shops.
• In concert with the Head Physical Therapist, develop PT-related policies, procedures and best practices.
• In concert with the Head Physical Therapist, work with other Disciplines and Staff to develop and maintain coordinated clinical policies, procedures and services including, but not limited to Wound Care, Wheelchair Transportation, Clinical use of Heat & Cold, Chest PT, Use of equipment for health & safety, etc.
• In concert with the Head Physical Therapist, coordinate training and continuing education opportunities for PT Staff
• Serve as Co-Chair of CNY DDSOO’s Safe Patient Handling (SPH) Committee and coordinate all SPH Meetings, Trainings and Programs, Policy, Procedures, Data Analysis, etc.
• Coordinate CNY DDSOO’s Fall Prevention Committee & Program
• Actively work with Residential Treatment Teams, PSES (Plant Services), Business Office, and other Departments as needed to provide clinical input for all renovations, environmental modifications, and new space development in State Operated sites to ensure design & function that will best meet needs of individuals & staff
• Clinically Coordinate CNY DDSOO’s purchase, training, maintenance and use of all Durable Medical Equipment (DME) including, but not limited to Ceiling Tracking Systems & other Patient Lifts, Whirlpool Tubs, Hospital Beds, and all other DME required for the function and safety of Individuals and Staff
• Actively work with Business Office on DME-related contract and procurement issues
• Assist with Investigations on PT-related issues such as falls, SPH incidents, etc. as delegated
• Actively work with Placement Coordinator to provide significant clinical input on accessibility-related issues as they relate to placement of individuals
• Assist in Coordinating Statewide OT & PT Heads/Chiefs Community of Practice
• Assist in development of and updating Statewide Safe Patient Handling Curriculum for OPWDD
• Be part of the CNY DDSOO Administrator-0n-Duty “on-call” system.

SELECTION CRITERIA:
• Ability to positively interact with, and be a resource to interdisciplinary treatment teams, relating to professional, para-professional and direct care staff.
• Ability to communicate in a thorough, concise, accurate and professional manner both verbally and in writing.
• Ability to work with other Clinical Disciplines to develop coordinated Policies, Procedures & Best Practices
• Supervisory Experience
• Training/public speaking experience.
• Possess an acceptable time and attendance record as specified in the time and attendance policy.
• Possess an acceptable work record (E-File)
