Job Specifics

Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

Provisional candidates must have completed the online questionnaire for the Professional Engineer 1 (Civil/Transportation) examination and have selected the Department of Transportation in order to be considered for appointment. Candidates must provide the agency with proof they have completed the questionnaire.

The minimum requirements for taking the Promotional examination are:
A valid NYS Professional Engineer’s License with current registration and one year of permanent competitive service as an Assistant Engineer (Civil/Transportation).

The minimum requirements for taking the Open Competitive examination are:

Either 1. a New York State Professional Engineer’s License and current registration AND a qualifying bachelor’s degree or higher as listed below;

Or 2. A New York State Professional Engineer’s license and current registration AND one year of full-time qualifying engineering experience as listed below:

Qualifying Degrees and Experience:

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

Duties Description Design Bureau: Duties may include, but are not limited to, the following activities:

• Develop and complete sealed engineering designs for transportation projects
• Responsible for direct supervision and management of engineers, technicians, landscape architects and analysts
• Train staff in advanced technical applications
• Prepare written technical material for statewide use and for capital projects; perform technical reviews
• Seal work of subordinate staff
• Manage consultants and coordinate and interact with customers, stakeholders and support staff in various functional units

Consultant Management Bureau: Duties may include, but are not limited to, the following activities:

• Project Management
• Create and monitor project scope, costs, and schedules
• Work cooperatively with and coordinate activities with Regional Offices and other Main Office Bureaus
• Oversee and monitor delivery of projects by consultants
• Assemble project teams
• Routine meetings with stakeholders
• Coordinate with FHWA and other Agencies

Design Quality Assurance Bureau: Under the direction of the Supervisor for the Project Development Section, the candidate will have primary responsibilities for quality assurance of preliminary design documents and assisting the Regions with the project development process. Duties may include, but are not limited to, the following activities:
• Project Management
• Review project scope, costs, and schedules
• Work cooperatively with and coordinate activities with Regional Offices and other Main Office Bureaus
• Oversee and monitor delivery of projects by inhouse staff and consultants
• Routine meetings with stakeholders
• Coordinate with FHWA and other Agencies
Under the direction of the Supervisor for the Specifications and Standards Section, the candidate will have primary management responsibilities for roadside hardware. Duties may include, but are not limited to, the following activities:
• Project Management of roadside safety testing using MASH
• Update standard sheets and specifications
• Work with Materials Bureau to keep the approved list up to date
• Manage roadside hardware inventories
• Update HDM Chapter 10
• Provide roadside safety training
Rail Projects Delivery Group: The Rail Projects Group within the Office of Design is responsible for the development and delivery of New York’s High Speed Intercity Passenger Rail (HSIPR) projects and other rail related tasks. Duties may include, but are not limited to, the following activities:
• Project Management of rail projects
• Oversee delivery of projects, including work done by others (railroads, municipalities, and consultants)
• Review designs for railroad track work and highway grade crossings and highway work for impacts to railroad operations.
• Assist in development of PS&E packages for lettings and other contracts
• Attend public meetings and hearings
• Coordinate with FRA, railroads, and other agencies
• Construction site inspections and visits
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
