Job Specifics

Minimum Qualifications Minimum qualification for provisional appointment:
New York State Professional Engineer's license and current registration, and one year of permanent competitive service as an Assistant Engineer (Environmental) at NYSDEC.

Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Engineer 2 Civil, Senior Sanitary Engineer. Additional qualifications may be required.
OR

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4 transfer eligibles): a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering.

If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.

Duties Description -Perform detailed engineering reviews of reports, plans, and specifications for the construction of the numerous wastewater infrastructure projects.

-Monitor and inspect wastewater treatment plants and collection systems to ensure compliance.

-Draft and review SPDES permits.

-Monitor and inspect dams to ensure compliance with dam safety regulations.

-Train and supervise junior technical staff .

-Prepare notices of violation and legal referrals for formal enforcement actions. Participate in legal proceedings.

-Respond to citizen complaints and emergency incidents.
Administer grants. Review grant applications, work plans, budgets, applications for payment, etc., and monitor the implementation of Clean Water Infrastructure Act projects.

-Coordinate activities with interested stakeholders. Participate in meetings with the regulated community and general public.

-Effectively communicate issues through verbal and written communication in a timely manner.

Additional Comments Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel and overtime may be required. Must be available for emergency response.
