Job Specifics
Minimum Qualifications Minimum Qualifications: A Master’s degree in public administration, public policy, social work or criminal justice AND eight years of experience in the juvenile justice, criminal justice, or child welfare systems. Experience must clearly demonstrate working knowledge of the juvenile justice system and related program and policy issues; experience convening policy makers, advocates and other constituents is preferred.
Preferred Qualifications: Preferred candidate will have strong diplomatic and interpersonal skills and be able to work independently as well as in partnership with public and private interest groups. Additional preferred qualifications include: working knowledge of strategies to identify causes of racial and ethnic disparities and to implement reforms to reduce those disparities; and experience with organizational management principles and practices including personnel, planning, management analysis and supervision.
Duties Description The Deputy Commissioner for Youth Justice will be responsible for high level analysis of the juvenile justice, juvenile probation, alternatives to detention and placement, juvenile residential care systems and reentry services, as well as making recommendations for building capacity in those systems. Essential job duties will include the review, analysis and development of juvenile justice policy, programs and legislation; the development of strategies for correcting system deficiencies; coordination of initiatives around prevention, family support, diversion, juvenile reentry, effective service delivery, disproportionate minority contact and systems reforms that reduce recidivism and improve outcomes; and coordination and development of public and private funding. Supervision of unit staff and management of employee performance, training and recognition is also required. The successful candidate will work closely with executive level staff at the New York State (NYS) Division of Criminal Justice Services, the NYS Office of Children and Family Services, various other State and local government agencies, the NYS Juvenile Justice Advisory Group, the Partnership for Youth Justice and community-based organizations. Approximately 10% travel is required.
Additional Comments Appointment is subject to Division of Budget waiver approval.
Salary: $115,00 - $130,000 (Commensurate with Experience)
