Minimum Qualifications MINIMUM QUALIFICATIONS FOR PERMANENT APPOINTMENT:
Currently serving as a permanent Health Information Management Administrator 3 OR
Reachable on the Civil Service List for Health Information Management Administrator 3 OR
Currently permanent in a title eligible for a 70.1 transfer per Civil Service Rules and Regulations.
YOU MUST ALSO MEET ONE OF THE FOLLOWING REQUIREMENTS:
1. You must be currently certified by the American Health Information Management Association as a Registered Health Information Administrator (RHIA); AND
2. Have two years of full-time professional (post-RHIA) health information management experience*.
*Professional health information management experience must include: reviewing medical records with physicians, coding and indexing diseases and operative procedures, compiling statistics required for hospital service analysis, and responsibility for all technical aspects of the implementation of a facility health information management program.

Health Information Management Administrator 3 is a continuous-recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed will receive a temporary appointment. Candidates who have not submitted a New York State Application (https://www.cs.ny.gov/extdocs/pdf/nysapp.pdf) to the Department of Civil Service for scoring must complete the application and submit the application to the Department of Civil Service.

Duties Description POSITION DESCRIPTION: The HIMA 3 functions as the Medical Records Unit head.
PRIMARY DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
• Analyzes diagnostic and therapeutic medical cases and plans and implements a system for acquiring and maintaining individual’s records which are used for administrative, training, reference, and research purposes.
• Trains and supervises staff in medical records department and any other support staff that may be added to the unit.
• Administers the data Entry of Tracking and Billing System (TABS) information for every individual served in the Long Island DDSOO catchment area as well as all related activities. This function is critical to Medicaid reimbursement and hence funding for operations activities.
• Runs queries from TABS to meet reporting requirements and to provide data for administrative purposes
• Prepares departmental policy, rules and regulations related to medical records maintenance and interpret them into DDSO policies, as well as monitoring compliance.
• Develops a comprehensive case record system for each individual served.
• Assists with the implementation of the Electronic Health Records System.
• Works with Administration to establish an effective storage and retrieval system for all records.
• Serves as Long Island’s Freedom of Information Officer. In this capacity the incumbent coordinates the collection of records for individual requests and litigation-related requests.
• Any other duties deemed necessary by your supervisor within the scope of your job.
